Night Vision
Night Vision is a frequently-used item - ability? - in Perfect Dark. You use it in areas of complete darkness where otherwise it would be impossible to see anything. You initially obtain it on Investigation PA and first properly use it on the next level, Extraction.
There's not really a lot to say about Night Vision. It doesn't restrict your field of view like the IR Scanner. Handily, it makes enemies kind of stand out in glowing green. You get blinded if you use it while there's light. It also takes a noticeable amount of time to switch on and off so choose your moments carefully.
Gadget training
Night Vision is also the subject of a gadget training mission.
