Without moving up or down tap the back wall once, and then wait at the edge of the start area. Leave at the last possible moment. The key to getting under 10 seconds is to just rush the level, and not bother with the springs. You will have to crash through the one corner, but it is still faster than waiting for both sets of springs.

The fastest possible time avoiding crashing is about 14 seconds.
